Foreigners living in Davao Area told to claim I-Card!

THE Bureau of Immigration (BI) reminded foreigners staying in Davao Region to claim their alien certificate card (ACR I-Card) at the BI regional office in Davao City.

In the official website of BI, Commissioner Ricardo David Jr. appealed to the foreigners concerned to get their ACR I-Card so they will not encounter problems on their immigration status.

David said the I-Card is an “important and indispensable” document that every foreigner, who holds a non-immigrant or immigrant visa in the Philippines, must obtain.

He said a foreigner, who holds a non-immigrant or immigrant visa, should present the I-Card to immigration officers at a Philippine port of entry every time he or she enters or exits the country.

David warned that the visa of a foreigner will be downgraded to tourist, if one arrives or departs the country without the I-Card.

“This card is proof of a foreigner’s legal residence status. Without it, a foreigner is deemed improperly documented and may be sanctioned for violating our immigration and alien registration laws,” he added.

BI Executive Director Eric Dimaculangan said many of the unclaimed I-Cards have been in his office for several months now.

“I cannot understand why the owners of these I-Cards do not bother to claim them. Perhaps, they do not know how very important these cards are,” Dimaculangan said.

He also advised foreigners who applied for I-Card issuance to check with the BI website at www.immigration.gov.ph if their cards are ready for release.

Under the rules, foreigners, whose petition for an immigrant or non-immigrant visa was approved by the BI, must apply for their I-Card to perfect their residence status in the country.

The I-Card also serves as the foreigners’ reentry and exit permit, thus they must bring it whenever they travel in and out of the country.

Davao City Mayor nominated in World Mayor awards!

DAVAO City Mayor Sara Duterte is nominated to the prestigious World Mayor Award along with two other Philippine mayors and 85 others from the rest of the world.

The long list will however be trimmed down to 25 by June, after which the winner will be announced by December 2012.

Aside from Duterte-Carpio, other Philippine mayors nominated are Mayor Edgardo Pamintuan of Angeles City and Mayor Alfredo Lim of Manila.

Among the 88 official candidates are 16 mayors from North America, 13 mayors from Latin America, 30 mayors from Europe, 19 mayors from Asia, three mayors from Australasia and seven mayors from Africa.

Based on the World Mayor website www.worldmayor.com, they will still be receiving nominations from individuals and organizations until middle of May 2012.

When contemplating the shortlist for the 2012 World Mayor Prize, the City Mayors Foundation said they will take into account the number of nominations a mayor has received from separate individuals and organizations and, more importantly, the persuasiveness of supporting statements.

There is a possibility though for Duterte-Carpio not to qualify as according to the foundation, they are seeking candidates who “are at least in their second term of office.” The mayor is only in her first term of office. She was however a vice mayor before becoming the mayor of Davao.

In a text message, Duterte-Carpio said she could not believe on her nomination.

“Serious ba na? Kaulaw ana oi. Kinsa nagnominate? (Is that serious. That is embarrassing. Who nominated me?),” she said.

The City Mayors Foundation, the international think tank on urban affairs, organized the World Mayor Project and awards the World Mayor Prize. The prize, which has been given since 2004, honors mayors with the vision, passion and skills to make their cities incredible places to live, work and visit.

The World Mayor Project aims to show what outstanding mayors can achieve and raise their profiles nationally and internationally.

The organizers of the World Mayor Project are looking for city leaders who excel in qualities like leadership and vision, management abilities and integrity, social and economic awareness, ability to provide security and to protect the environment as well as the will and ability to foster good relations between communities from different cultural, racial and social backgrounds.

The winner receives the artistically acclaimed World Mayor trophy, while the runner-up is given the World Mayor commendation.

Since the establishment of the awards in 2004, five nominated city mayors from the Philippines made it among the finalists, with three of them ranking among the top 10:

2005: Oscar Rodriguez of San Fernando, Pampanga (still incumbent mayor) – ranked 4th

2006: Jejomar Binay of Makati City (now Vice President) – ranked 4th

Davao’s BluGre Durian Coffee goes International!

The coffee shop that brought the coffee lifestyle to Davao more than a decade ago is now eyeing to bring Davao City to the world.

BluGre Café, whose name has become synonymous with Davao City for concocting the coffee blend mixed with the pulp of Davao’s icon fruit durian, is finally setting its eyes not only on major cities in the country but also in major cities in Asia, Canada and the US.

OWNER Gatchie Gatchalian. Photo by Germelina Lacorte, Inquirer Mindanao

“Twenty for 2012,” says BluGre coffee owner Gatchie Gatchalian, referring to the 20 stores they are set to open for the year 2012.

Gatchalian says they have inked an agreement with a number of partners to open branches, targeting durian-eating countries like Singapore, Malaysia and Thailand; and cities with large concentration of Filipinos, including Las Vegas in the US, Toronto in Canada and Adelaide, Australia.

“We are going to make our presence felt in these places because these are cities and countries where our partners are based,” he says.

He remembers how he, himself, a coffee lover, and wife Larchie, first opened its Davao branch in 1998 as a spinoff of the fashion brand they are selling. But even from the beginning, Gatchalian says he already recognized the need to make his brand stand out by making a difference in the highly-competitive market.

“Even before we opened, I already made sure, that we should have something different to offer, something that really speaks about Davao,” he says. “That’s how we started experimenting with durian coffee.”

Gatchie says not all people come to like the durian fruit the first time they taste it, but coffee tends to drown out its pungent taste and masks its strong and disagreeable smell, that’s why the durian coffee could be a good introduction to the actual fruit.

“Offering them durian coffee could be the first step in introducing the fruit to non-durian eaters,” says Gatchie, who grew up in Manila and did not take to the fruit easily the first time he tasted it.

“Like I did, not all people would come to like the fruit immediately,” he says. “But if you do it in the coffee, the coffee covers its strong and disagreeable smell, that’s the first step,” he says, “Soon afterwards, they can eat the durian fruit, itself.”

When BluGre opened its first branch at the LandCo building in 1998, the coffee culture has not yet swept Davao. But when young urban professionals and students discovered the pleasure of hanging around the cozy, well-designed interiors, having long intimate conversations or simply relaxing in its quiet ambiance, word got around, giving birth to the coffee lifestyle of the Davaoeños. This triggered the sprouting of more coffee shops all over Davao, so that, in one of the press briefing in the late 90s, night bars had complained of thinning crowds as more people hang around cafes at night.

BluGre has not only become popular among the locales but also among travelers and visitors.

“When you’re from Manila, you will likely look for something different when you      arrive in Davao, something you have not tasted before, and that’s why they continue to come to BluGre,” he says.

He admits, too, that sales was temporarily affected by the coming in of Starbucks in Davao in May last year but sales perked up again as visitors continue to search for the coffee shop that “truly reflects” the tastes of Davao.

Aside from the durian coffee, BluGre also offers the usual fare of latte and mocha; and a number of bestselling cakes and pastries. BluGre sources most of its Philippine coffee beans from the Mountain Province; so, to ensure product quality in all of the BluGre outlets, they have organized a quality control team to maintain and ensure the consistency of their product, Gatchie says.

“That we brought the coffee culture to Davao, that is our claim to fame, so the whole country wrote about it. For a while BluGre has become Davaoeños’ official drink,” he says.

He considers his brand positioning so successful that even their durian coffee was being copied by newcomers. “But what could be a greater flattery?” he asks.

“In Davao, they say there are already 280 coffee shops, matira ang matibay (only the fittest will survive),” Gatchie say.

“But we alone can claim to have started the coffee culture in Davao since 1998 and we’ll make sure we will continue that,” he says. “We will continue to capitalize on durian coffee, targeting durian eating countries abroad, which include Singapore, Malaysia, Thailand.”

“We will also be targeting Davaoeños abroad,” he says.

Gatchie says he is thankful that Davao has been treating BluGre as their own brand but they had to set their eyes beyond the country if they build on what they have done.

“We plan to go where there is a concentration of Filipinos,” he says. “Our slogan is bring Davao to the world.”

Mindanao Power Summit in Davao City set on April 13!

President Aquino will preside over the Mindanao Power Summit in Davao City on Friday to discuss with local stakeholders how they want to address the energy crisis in Mindanao.

Presidential spokesman Edwin Lacierda said the conference will start at 9 a.m. at the Waterfront Hotel. It will be attended by key officials including Energy Secretary Jose Rene Almendras and Mindanao Development Authority (Minda) chairperson Lou Antonino.

Lacierda belied insinuations that the scheduled Energy Summit is merely a moro-moro, or stage-managed, pointing out that Minda has been in charge of the summit mechanics.

“The Energy Summit was organized by Mindanao Development Authority, the (DOE) Department of Energy is only helping out. The lead government agency here is Minda of Secretary Lou Antonino which, you know, would look into the interest of the peoples of Mindanao,” Lacierda stressed.

Lacierda said the conference has been publicized in newspapers as well as aired over national television and radio stations.

“It’s not a secret-the Energy Summit is not a secret. The people of Minda have been preparing the people of Mindanao,” he said.

“You’ve got several stakeholders in Mindanao. You’ve got the generators, the transmission distributors, the electric cooperatives, the consumers, the local government.”

Lacierda said the conference is aimed at getting a consensus on how to address the energy situation in Mindanao.

He said President Aquino would allow the stakeholders in Mindanao to decide how to handle the power crisis in the region.

“There are proposed solutions but it is something that they would have to decide. That’s why the President has always stated it is open to everybody. Everybody should be on the same page when it comes to addressing the concern of energy in Mindanao,” Lacierda said.

“They have to come up with concrete solutions because this is precisely to address the energy situation in Mindanao. And it will be up to the people of Mindanao to come up and agree to that consensus,” he added.

In some areas in Mindanao, electricity is being rationed for almost three months now by local service utilities due to lack of supply from state-run hydroelectric plants in Lanao del Sur.

The affected provinces are North Cotabato, Sultan Kudarat and Maguindanao.

They are bracing yet for longer blackouts with the planned general maintenance check of the Pulangi IV hydroelectric plant in Bukidnon to start anytime soon.

The facility produces 180 megawatts of electricity for the Mindanao grid, or about one-fourth of the island’s power requirement.

The DOE announced the impending maintenance check last Monday.

Local power cooperatives have been imposing two to four-hour sectional blackouts due to the scarcity of power supply.

Vice Mayor Joseph Evangelista of Kidapawan City, North Cotabato said the local businesses would be affected if the Pulangi IV facility will be shut for a periodic maintenance check.

“Businesses in Kidapawan City and in surrounding towns in North Cotabato have plummeted in recent weeks as a result of the lack of power supply and soon this facility in Bukidnon will shut down for a maintenance check,” Evangelista said.

The Cotabato Electric Cooperative, which serves Kidapawan City and the 17 towns in North Cotabato, said the shutdown of the Pulangi IV plant would increase to between 300 to 350 megawatts the power deficiency being experienced now in many areas in Mindanao.

Pangasinan Gov. Amado Espino Jr., on the other hand, urged President Aquino to reconsider the emergency powers being granted by Congress to solve the present power shortage in Mindanao and strategically prepare for the upcoming power supply needs of the Luzon and Visayas islands in the coming years.

Espino cited the success of former President Fidel Ramos in solving the 8 to 12-hour blackouts that hit Metro Manila in1992.

“President Ramos was willingly granted emergency power through the Emergency Electric Power Law by Congress months after he assumed as President. By Christmas, in December 2003, the power problem was solved,” Espino said.

Espino also cited the recent warning of Senate President Juan Ponce Enrile that there will be a national crisis if the government failed to resolve the problem in power supply in Mindanao.

He confirmed Sen. Edgardo Angara’s warning that Luzon would also have power crisis in 2014 as well as the Visayas if there will be no new power plants.

Espino lauded Aquino’s initiative to preside the Energy Summit and sit down with stakeholders and discuss ways to address the energy crisis that has been causing up to 15-hour long power outages in Mindanao. -
